[Openstack] [Sahara] Sahara can't SSH into instances - can't read SSH protocol banner

Hi Nikita:

Thank you for the very prompt response.

I have tried with both the auto-generated Sahara security group as
well as a custom security group that explicitly allows all TCP and
ICMP traffic on all ports in both directions. Still no success: I get
the same SSH banner error. (although as always, using ip netns ...
manually will succeed).

I am running Sahara 3.0.1-4 on a Red Hat 7 host running RHEL Openstack
8 / Liberty. I believe this version of Sahara is somewhat out of date,
but this is what Red Hat and my operations team provide me.  This
link: http://pastebin.com/Y5qigucq has a list of Python packages
installed on my system that Sahara depends on.
