[Openstack] [Fuel] v7.0 error during deployment

The customer doesn't have an internal NTP server to use and when I try to
run fuel-createmirror, it errors out FATAL saying archive.ubuntu.com does
not support rsync then dies.

Does Fuel create a local NTP server or do I have to create one myself?
Would be nice it something just worked for once.
