[Openstack] [neutron] one SDN controller and many OpenStack environments

Hi Piotr,

Floodlight supports multiple openstack controllers upstream at the same
time. Floodlight keeps tracks of active endpoints, it will check if a MAC
exists during learning phase preventing second end point coming up if it
has the same MAC.
