[Openstack] HTTP 500 - The server has either erred or is incapable of performing the requested operation WHEN launch an instance

Look for the logs in /var/log/nova-api.log, /var/log/nova-scheduler.log at
the time of instance launch and share those so we know what went wrong.

also give the result of
nova-manage service list
