Hi Priyanka,
It is description about new tenant. You have to put some description about
your tenant. It is optional parameter. By default is none.
See the help:
$ keystone help tenant-create
--description <tenant-description>
Description of new tenant. Default is none.
Yes. After creating new tenant you can create private network for that
tenant as well.
