[Openstack] [neutron][nova] vif_plugging_is_fatal significance?

Ok the problem was nova_url. I had give '
http://ip_address/8774/v2/%(tenant-id)s'. Instead It had to be just '
http://ip_address:8774/v2/'. Now the instance launch is much quicker.
