[Openstack] [Swift] Swift versions and release schedule

So if I understand it right, Swift will have releases every 6 months
along with all the other Openstack projects. In between those 6 months
too, there will stable, production-ready releases, but not necessarily
at any fixed cadence.

Good to know about semantic versioning.
