[Openstack] loop on network with openvswitch + vlans

Pavel,

sorry - ignore my previous email and don't run quantum-ovs-cleanup. Steps should be: 

- stop quantum-ovs-plugin-agent
- stop openvswitch services
- start openvswitch services
- start quantum-ovs-plugin-agent
