You can use Ansible to go to VM using SSH keys and install anything you want there. Much simpler than Puppet/Chef.

module should let me deploy an application (plus the application server  
needed to run it) on an already istantiated VM of Openstack.  
Basically, I'm thinking it as a SSH + SCP process which accesses the VM to  
install the application server and then copies the web app file (.war, ...)  
into the deployment folder of the server.  

Is there any module or project which can do the trick?
