[Openstack] No IP assigned to VM by DHCP

Just yesterday I spend 7 hours debugging DHCP - it was misplaced space 
in dhcp_agent.ini file.

One more place to see what happens is /var/log/upstart/neutron* logs 
where all stdout/err output of staring daemons is placed (for ubuntu - 
suse/centos are differ).
