[Openstack] [Nova] CPU Scalling, Quota for Disk I/O

Here is a wiki  about this feature,

you can set CPU, disk IO consume policy, network traffic bandwidth for
specified flavor. so the instance of that flavor can only consume under
controlled physical resource.
