For summit.openstack.org I've personally always used openId with my
launchpad account. Even logging out explicitly I'm always redirected to the
OpenId login page. I never stumble upong a password reset link.

 summit.openstack.org still has the sessions from the Havana summit listed.
And I haven't heard yet of PTLs starting to work on organizing summit
session, which leads me to believe it's still too early.
Is there a chance that perhaps your goal is to submit a talk to the
openstack conference at
http://www.openstack.org/summit/openstack-summit-hong-kong-2013/become-a-speaker/
