[Openstack] [Nova] scheduling new instance fail when host aggregates are enabled

I can't find information on how to define/modify/query compute capabilities
on host.
For now, I just disabled ComputeCapabilitiesFilter. nova-scheduler can find
a host after this change.
Could someone point to me the document for using compute capabilities and
the corresponding filter?
