[Openstack] How does host sends it's information to nova scheduler?

Hi Peeyush,

Please refer to attached diagram as the report process, but this logic is
going to be removed in hanva-3, refer to
https://blueprints.launchpad.net/nova/+spec/no-compute-fanout-to-schedulerfor
detail.
