[Openstack] next swift release just around the corner

A milestone-proposed branch was cut for Swift 1.6.0 release candidate
under testing. You can download the candidate tarball at:

http://tarballs.openstack.org/swift/swift-milestone-proposed.tar.gz

You can also directly access the branch at:

https://github.com/openstack/swift/tree/milestone-proposed

Final release is currently planned for Monday, July 30.
