[Openstack] Openstack swift code now on github

The official Openstack swift codebase has been moved to github. You can find it
at http://github.com/openstack/swift.

Also, at the request of the Openstack PPB, swift is now using gerrit to manage
code reviews. Gerrit is designed to provide some of the code review features we
were using in Launchpad. An overview of gerrit is provided at
http://wiki.openstack.org/GerritWorkflow.

You, as a swift developer, will need to start using the new system to get your
patches approved. The link above provides details on how to set up your dev
environment in the "Project Setup" section
(http://wiki.openstack.org/GerritWorkflow#Project_Setup).
