[Openstack] Graphical Console for VMs w/o Network Stacks

If you run OpenStack I guess you are forced to use libvirt.
You can only choose what hypervisor will be driven by libvirt.

Regarding blueprint, I guess it's
https://blueprints.launchpad.net/nova/+spec/web-based-serial-console
Skimming through the code, I've seen only stub for Xen...
