I believe so.  I think the ultimate goal is to primarily use the OpenStack API since we can improve it.

As long as the OpenStack API mirrors the Rackspace Cloud API (as I understand it will), you're covered!  There are plenty of language bindings (including C#) available at http://github.com/rackspace
