Yeah I thought you would have. I suspect it's impossible to come up
with a "good criteria", simple (e.g. n=1) probably helps somewhat. I
think just making some of those voting statistics available to track
chairs would then empower them to identify and filter through some of
the noise, then new criteria/data-points can be added iteratively.
