[Openstack-track-chairs] "Voting now open" email: no information about changes to the voting process?

Also, I'd like to confirm I've seen confusion about this already with folks
soliciting support on mailing lists using direct links but providing no
other details.

I'd also like to point out that it's pretty straightforward for folks to
search for talks, so perhaps a more effective control would be to exclude
(or better yet provide customisable filtering via the track-chairs tool)
votes from people who only vote on n or less talks where initially
n=1 (i.e. don't count "drive bys"). Perhaps this was already
suggested/discussed elsewhere though?
