[Openstack-track-chairs] Missing talks in the selection tool

Hi all -
I had looked into this already with reports from Gal, but both of us
were ultimately able to see all talks. We did have a caching issue, but
it looks like there was a secondary issue as well. My apologies for not
catching this sooner.
Given the trouble, we're keeping the Track Chair tool up through 9pm
PDT, so that you all can review any potential missing talks.
