Actually, this one started out in Cloud App Development. Both Denys and I
submitted requests to move it to HPC/Research.

The reason I suggested it go to that track was because it seemed
theoretical, laying out what should be done and what topics needed to be
addressed.

I felt it didn't belong in Cloud App Development for that reason, and
"Research" seemed the best fit for it given the design focus, even if not
the perfect topic.
