[Openstack-track-chairs] Duplicate talk -- Same talk in two different tracks

Following up on my own email here... They are indeed random, but 6 lucky 
(or unlucky) talks are stuck at the top for all users. Everything after 
those six is random. These talks were edited outside of the normal 
channels by speaker support. We're working on a fix for the bug.
