[openstack-tc] [User-committee] Adding UC charter to OpenStack Governance

Hello Folks,

It seems that we have not received any objection to Thierry’s proposal. (It has been almost 2 weeks)
Therefore, I propose to move forward. We will send the commit this week.

Is anything else needed from the UC side?
