Under the current bylaws, the Board has the right to veto changes in the
Core OpenStack Project. This right is retained in the revised bylaws
because it is critical to the Board control of the trademark to be able
to avoid having the Trademark Designated OpenStack Software changed
without their input.  The Board permission is implemented through the
Coordination Procedure. I did not mean that the Board needs to have a
formal vote on each change but the procedure will be determined by what
the parties agree to in the Coordination Procedures (thus, the use of
the term “permission” rather than vote). We can add the following phrase
to provide further clarification:

Determined by Technical Committee but "Trademark Designated OpenStack
Software" can be deleted from OpenStack TC Approved Release only with
permission of Board as implemented through the Coordination Procedures
