Thanks for clarifying!  We want to _encourage_ upstreaming.  My apologies to overstating it.

We don't/can't require it; although, some of the wording around the designated sections gets pretty close for parts of the code if people what to use the OpenStack mark commercially.

We've got an interesting balancing act with Apache license and community pressure where we don't require sharing but want to find ways to incent collaborating.
