As discussed yesterday, here is a motion for a raw definition of programs and the initial batch of them: http://lists.openstack.org/pipermail/openstack-dev/2013-June/010950.html This should be discussed/voted at next week's meeting. Please follow-up on the -dev thread if you have any comment. We can solve harder questions (like if "horizontal efforts" should be a program or a separate thing, or where each current official repo exactly falls) as a second step.
