[openstack-tc] [Foundation Board] Spider "What is Core" Discussion

This is a great dialog and it's hitting exactly the points that need to be raised - I apologize if this feels like a surprise to you.  We are NOT making decisions based on these position, they are intended to be discussion points that allow us to agree on "what is core."   Minus the territorial dispute, it seems like that's exactly what's being discussed.

Background: The board was going in circles on this topic and needed a way to break down the problem to find common ground.   We had to break into a smaller group to move this forward and then expand the discussion again.  That started with Alan and I making the "spider" and have been expanding to include a larger and larger audience.

The purpose of these positions is to figure out what items are "yes, of course" or "no way!"   The remainder need discussion that can hopefully be more focused/resolvable than the what is core discussion. 

I find it humorous to be on the other side of the "don't tell us how" discussion for once.  It's clearly the TC's job to figure out which projects would apply for any guidelines.  For example, I don't expect Oslo to be pluggable.  I think it's reasonable for the Board to say that a plug-in approach aligns with our objectives for core.  I also think it's important for the Board to help drive testing as a project objective.
