These emails have forged headers and appear to be from a misconfigured
third-party CI system (hosted in Rackspace HK).  They probably set up
Zuul and ran with OpenStack's production configuration unmodified.

We have a change[1] in review to have our MTAs reject such messages unless
they come from OpenStack's Zuul server.  Hopefully that will be in place
before the next run of this system.
