[Openstack-sigs] [First Contact]Initial Ideas on forming the First Contact SIG

Hi guys,

As a trial for the First Contact SIG idea, we have just finished the very
first China dev onboarding meeting [0]. We have participants from Huawei,
Intel, Tencent and UnionPay , introduced low hanging fruits as well as
discussed contribution ideas.

The meeting recording is available on Chinese video site Youku as you could
find at the bottom of [0]. I will add Youtube links later. The meeting was
conducted in Mandarin Chinese.
