    Disable martian logging by default
    
    This patch disables martian packet logging and updates the
    documentation to reflect the new default. A release note
    is also included to make deployers aware of the change.

Bug description:
  The martian logging should be tunable.  When neutron uses Linux
  bridging for networking, lots of martian packets will be logged.  This
  logging isn't useful and can fill up a syslog server quickly.
