    Disable chmod auditd rules
    
    These rules can cause high load during periods of large changes
    on a system.

Bug description:
  The auditd rules that monitor filesystem permission changes are
  causing high loads during OpenStack-Ansible deployments. They should
  be disabled by default and the exception needs to be documented.
