[Openstack-security] OSSG Lead Candidacy

I confirm that Rob meets all of the requirements to be a candidate.  I have
added him to
https://wiki.openstack.org/wiki/Security/OSSG_Lead_Election_Spring_2014.
 And I have removed Rob from being an election official.
