Title:
Sercurity groups section of docs unclear

Status in Savanna project:
  New

Bug description:

  following http://savanna.readthedocs.org/en/0.2.1/devref/devstack.html

IP Protocol From Port To Port Source Group CIDR
  TCP 1 065535 CIDR 0.0.0.0/0

  5. Now we need to modify security rules. It will allow to connect to
VMs directly from your host. Navigate to project’s “Admin” security
tab and edit default Security Group rules:

however, the dialog box offered by horizon is not the same.

  Select
Project tab -> Access & Security and click the "Edit Rules" button.

This brings up the security group rules page

Direction Ether Type IP Protocol Port Range Remote
  ingress - TCP 1 0.0.0.0/0 (CIDR)

and the edit dialog does ot offer a "To Port" options as suggested by
  the docs.

The docs should be consistent with the horizon display.
