[openstack-qa] Tempest core cleanup

The important issue here is what people are going to do in the next six 
months, not what they did or did not do in the last 90 days. If we look 
at the last 90 days, and the prospect of a growing number of 
contributors, it seems clear to me that we need review days. We have not 
come close to meeting the goals (24-48 hour turnaround) we set when this 
was last discussed. So I suggest we resolve the core reviewer issue by 
establishing review days and let  a commitment to being part of the 
regular rotation determine who is a core reviewer or not.
