Swift is already part of the enabled services in devstack and the 
exercises run a trivial 'swift stat' as can be seen in the log.
I believe the tempest swift tests are not running because the devstack 
configure_tempest.sh
is not setting OBJECT_CATALOG_TYPE. We should just fix that I think.
