We had something similar at DataCentred - a homegrown (Rails-based)
application, but one which periodically polled Ceilometer for
utilisation information and subsequently performed a bunch of sanity
checks.  It was open-sourced for posterity here:

This was used to generate billing information with integration into
Salesforce.
