[Openstack-operators] ocata centos 7 placement api not working

Hello, thanks for your answer.
I have 3 controllers in cluster.
On each controller haproxy is installaed.
10.102.184.83 is the vip end redirect on each controller with haproxy.
It works for all services ....the only issue is on placement api.
