Subject: [Openstack-operators] Neutron IP usage API extension

Several folks at the PHL meet up were interested in the API extensions we built for Neutron to report usage statistics on networks.  Essentially this gives you a way to report the number of IPs out of the total that are used.

We have that patch up in this branch now:  https://github.com/godaddy/openstack-neutron/tree/network-ip-usage

Although looking directly at this commit is probably more useful as far as seeing what's going on:  https://github.com/godaddy/openstack-neutron/commit/fcf325f9f9f7a9f87ba6bc1c53f9212d0e2decee

No great docs or anything like that yet, and we're hoping to get a spec for Liberty written up for this and see where it goes.
