I'm not sure why the command isn't working the way you expect it to,
but there is another way to add routes to the Neutron DHCP server. You
can set the routes on the subnet directly:

neutron subnet-update <UUID> –host-routes type=dict list=true
destination=192.168.0.0/24,nexthop=2.2.2.2

That should work, give it a try.
