[Openstack-operators] Error migrating Neutron from Havana to IceHouse

That¹s what I was thinking as well.  I looked at the install guide and it
says to set the stamp using your existing config, then run the db upgrade
using the new config - then do a db migration after db upgrade.  I thought
I had read some where that you had to migrate first then upgrade.  We were
already running ml2 - so I didn't have to do that step.
