[Openstack-operators] Bridge and ovs devices not cleaned up after instance deletion. (ml2 related?)

The last few times I have used it - I believe it checks to see which one
belong to active vm's and only does stuff with those.

However, I have pretty much always restarted the ovs agent at the same
time as well.
