[Openstack-operators] `nova-manage service describe_resource XX` is timing out waiting for RPC response.

Hey,

unfortunately, I still cannot find the root cause of this behaviour, but
now noticed the second odd that seems to be related.

That is, I cannot boot a new VM instance, at least I can fire up my `nova
boot` command, it's saying BUILDING, but
then hangs there.

Looking into the /var/log/nova/nova-compute.log on that compute node, I
see, that nothing happens, it's just reporting stats periodically but not
accepting anything.

Again, I know that `nova reboot $intance` actually works, so I don't know
if this is a RabbitMQ issue or not.

I'd appreciate any kind of helpful hints.
