Open Stack

1) We're not yet using Quantum

2) We are using VlanManager

3) We're using Chef cookbooks to create networks -- derived from the
RCBOps cookbooks originally but modified to support VLAN (rcbops only
supports FlatDHCP)

4) Things were working fine until we upgraded to Folsom packages with
the Ubuntu Cloud Archive

5) Now nova-manage network create results in an error for nova.networks
table not existing.

(including the related bug that the --vlan default of 100 was removed
from nova-manage for no obvious reason at all...
