[Openstack-operators] nova install Unable to run euca-describe-images. Is euca2ools environment set up?

I am new to openstack nova.  I did the initial install using the script at
https://github.com/dubsquared/OpenStack-NOVA-Installer-
Script.

In section 10.1.2 is says to download that tarball and publish with
ues-publish-tarball,  But this is failing with message
the message: "Unable to run euca-describe-images.  Is euca2ools environment
set up?"
What to need to configure the environment properly?
