[OpenStack-Infra] [rsd-lib] how to sync code from opendev to github

Hi Andreas

Is there any action to take on  github repos outside OpenStack governance
but still under openstack namespace? This is somewhat confusing for repo
consumers as they may not notice this and still use outdated code.
