According to its logs (times in UTC):

    WARNING 2016-08-17T10:00:22 supybot Ping sent at

...and this continued until:

        lost in a non-clean fashion: Connection lost.

...after which it began joining channels successfully again. So this
was a random problem in Freenode, or in our service provider, or
with the Internet at large. Definitely not driven by anyone
approving a configuration change while meetings were underway.
