[OpenStack-Infra] Pholio Spec 340641

G'day Piet and Infra!

I now consider this change to be no longer a Work in Progress.

I do however expect more patches to this change once there's been more reviews
and consideration of the points below.

The vagrant/Puppet test environment described builds a clean VM with
Phabricator/Pholio installed and configured within.

Current issues I'm aware of and would love comments on:

* Currently uses snake oil certificates, I need to get it to use production
Infra certs
* Node naming: consensus appeared to be around pholio01
* Service naming: no real consensus here, I'll default to pholio in the absence
of better suggestions (thinking caps on!)
* It currently defaults to using Ubuntu Login.
* Uses local MySQL instead of trove
* There's currently no OpenStack branding / tweaking
* MTA settings will require testing on Infra instances
* Piet (and others?) will need to made administrator by a root tweaking the
database post installation.

I could code up the change for the last item and we submit a patch for any
admin changes in the future but I felt it was cleaner to have a single post
installation MySQL command, than hard code an admin.

Happy to hear alternative views :-)
