[OpenStack-Infra] Account for internal CICD system

Thank you very much Ramy for quick answer.
I think I will create service account.

One of the purpose for it is that I would like to configure one of my zuul
servers to synchronize internal git repositories after each merged commit
in git.openstack.org.
