Hello Paul,

I have heard about the OpenStack spec process but never seen / used it 
so I am totally unfamiliar with it.

As I understand it, that would gauge interest for a Zuul Debian package 
and get some kind of .plan to implement it.

I would not mind participating in such writing, but I don't feel like I 
can take the lead on a spec.
